Mild sentence for U.S. citizen

The American, Scout Alan Hecker, 44, has been sentenced to two years in prison for committing "indecent acts" against two underage sisters. Hecker must also pay $963 to the victims, as stated in the sentence by the Court of Phnom Penh on February 12.

S.A. Hecker was arrested in the Cambodian capital on July 23, 2009, suspected of having molested two sisters, 12 and 14 years old. The American had contact with the family of the girls since 2006.

Seila Samleang, Director of Protect, said he began investigating the American in 2007 in the Province of Sihanouk Preah, when Hecker told various investigators that he was financially supporting four families in the area. Hecker would often take the two sisters to the beach, and on numerous occasions, hotels in the area refused to accommodate him with the girls.

Protect’s attorney said he will appeal the sentence, which he considered extremely light, mainly because the American will be released next month in March. He will also petition to have Hecker deported after completing his sentence.
